Just open this with Adobe Flash, delete unnecessary menus. Then add links to the buttons (select button , press F9, to go to the Actions panel). write in each button(example "Home" button):

on(release){
getURL("[link]", "_self")
}

now buttons are working. then just resize menu as u want, change background etc. save document.
then insert this flash into your HTML document as <object>
